Municipal Officers Electoral Board incorrectly overruled an objection to 2 nominating petitions for Village president. Petitions from both potential candidates failed to include a sufficient number of signatures to support their candidacies as required by section 10-3 of Election Code. Potential candidates did not justifiably rely on Village Clerk's statements as to the number of requires signatures. The percentages in section 10-3 of Election Code may not be diluted by statements from a municipal election official, so that candidates may obtain ballot access with fewer than the statutorily mandated number of signatures.
