District court did not err when it dismissed plaintiff’s claims alleging violations of his Eighth Amendment rights for medical treatment received while he was an inmate in a federal prison because plaintiff was required to allege more than mere negligence to state a viable claim and the allegations in the complaint did not rise above negligence.
