Organizers of a referendum from one county asking downstate voters if they want to form a new Illinois — separate from Chicago — are hoping it could appear on the November 5th ballot this year. The Madison County Board’s Government Relations Committee approved the referendum with a 6-1 vote. It will now go to the full county board for consideration.
