Join us on September 1 from 1:00 - 2:15 p.m. for this informative live webcast. Between changes in governing statutory provisions, changes in operations during the pandemic, and the anticipated post-pandemic issues, the world of animal shelters and rescues in Illinois has been turned on its head. The Illinois Animal Welfare Act was amended (and became effective at the end of 2019) in an effort to completely prohibit animals being released before sterilization, and also ended direct licensing of foster homes. The amendments require shelters and rescues to maintain written agreements with their foster homes, with the homes still being subject to inspection by the Illinois Department of Agriculture. The sheltering world has responded with innovations of its own. Further, the Illinois Department of Agriculture has been slow to promulgate new rules consistent with changes in the enabling laws. Animal law attorneys – or those working with shelters and rescues – who attend this online program will better understand: foster agreements, including registrations, written agreements with rescues, and complications with foster to adopt contracts; basic contract provisions for adoptions; the updates to spay-neuter requirements; the changes to rescue operations that took place during the pandemic (and what to anticipate post-pandemic); and how to resolve liability issues, including post-adoption bite lawsuits and replevin for violations of agreements.
