Attendees of this week's Solo and Small Firm Conference in Springfield will see a number of ISBA banner's commemorating the Lincoln Bicentennial displayed on utility poles in front of the Attorney General's Office, Illinois Supreme Court, Illinois Bar Center and around the Abraham Lincoln Presidential Library and Museum downtown. The banners also have hung near the federal building in Chicago and will be placed around the State of Illinois bldg on LaSalle St. for the month of December.

Carl H. Stowe, of Greenville, passed away on Sept. 15 at the age of 89. Mr. Stowe served as the Bond County State's Attorney from 1956-1960, conducted a simultaneous private practice and thereafter taught in business and public schools. In 1981, he engaged in private practice with his son, Charl K. Stowe. He was an honorary member of the Illinois State Bar Association and in 2003 celebrated his 50th year as an attorney. Mr. Stowe served in England and France with the Army-Air Force during World War II and was an active supporter of veterans groups.

U.S. Senator Dick Durbin today announced the names of two new members to serve on a bipartisan screening committee to assist in selecting Federal District Court Judges for the Central District of Illinois. Durbin has asked small business owner and attorney, J. Victor Malkovich of Champaign and Macon County Assistant State's Attorney, Ruth Waller to serve on the Central Illinois Judicial Screening Panel. There are two federal judgeships in central Illinois that are now, or soon will become, vacant. Judges Michael Mihm and Jeanne Scott announced their intention to retire earlier this summer. Today's expansion of the Central District screening panel was needed to deal with the anticipated number of applications for those positions. The immediate task of the Central Illinois screening committee is to review applications and make recommendations to Senator Durbin for two Federal District Court Judge positions in the Central District. Applications for these positions are available on Senator Durbin's website. The application questionnaire is nearly identical to that used by the Senate Judiciary Committee and will help provide insight into potential nominees' backgrounds and qualifications. The deadline for submission of completed applications is November 2, 2009.

[caption id="attachment_4669" align="alignright" width="300" caption="IBF Board Member Richard Zuckerman of Peoria presents a $5,000 grant to Martha Herm, Executive Director of the Center For Prevention of Abuse and Nancy Wright, President of its Board of Directors."][/caption] The Illinois Bar Foundation Board of Directors is pleased to announce a $5,000 grant to The Center for Prevention of Abuse in Peoria, one of 32 grants awarded this year totaling $304,965. The Center for the Prevention of Abuse is the only agency in the state of Illinois to provide combined services to victims of domestic violence, sexual assault and elder abuse. The Center provides a range of comprehensive programming which includes court advocacy, emergency shelter and transitional housing, crisis intervention, individual and group counseling, advocacy, therapy, education and other support services. The $5,000 grant was made to support the salary of a part time court advocate at the Tazewell County Courthouse. The Court Advocacy program assists clients seeking legal recourse under the Illinois Domestic Violence Act by petitioning the court for an Order of Protection.

Mr. Morris graduated from Western Michigan University and received his law degree from George Mason University School of Law. He is fluent in Spanish. Mr. Morris and his wife, Susana, now reside in Springfield with their two children.
