Special Assistant General Counsel (Springfield, IL)

Title: Public Service Administrator Option 8L (Special Assistant to General Counsel)

Work Location: 4 W Old State Capitol Plz, Springfield, Illinois, 62701-1222

Agency: Department of Children and Family Services

Salary: Anticipated Starting Salary: $8,150 - $9,600/month

Job Responsibilities
•    Provides legal advice and counsel to the agency’s central office management and professional staff
•    Provides advice and counsel to staff of the Division of Licensing regarding any and all questions on licensing rules, statutes, and procedures
•    Reviews and analyzes proposed legislation
•    Provides legal advice and counsel to program staff concerning any and all questions on adoptions, guardianship, permanency goals, and other initiatives
•    Provides legal counsel to professional staff concerning any and all questions on adoptions and permanency issues in developing case presentation and interpreting court orders, statutes, and regulations
•    Serves as liaison and provides coordination with the Attorney General’s Office regarding state level appellate cases involving the Department
•    Represents the Department in administrative hearings and licensing appeals which involve some adverse decision of actions regarding a DCFS license, such as revocation, placement hold, non-renewal, license denial, etc.
•    Reviews drafts and coordinates with staff the finalization of Department Intergovernmental Agreements and Memoranda of Understanding
•    Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications
1. Requires possession of a valid license to practice law in Illinois
2. Requires three years of progressively responsible experience in the practice of law


Senior Regional Counsel (Springfield, IL)

Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results-oriented individual to serve as Senior Regional Counsel. Under administrative direction, the position will represent the Department at all hearings on calendars in the juvenile courts of assigned counties, including temporary custody, adjudication, disposition, permanency, status, progress, termination of parental rights, and motion hearings. Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Office of Inspector General Investigations Attorney.  Under general direction, this position will perform technical and legal work for the Office of the Inspector General relating to confidential investigations.  The position will conduct specialized sensitive and confidential field investigations to determine statutory and administrative compliance relating to child deaths, serious injuries, and complaints that implicate misconduct of Department or private agency staff.  The position will apply legal methods and procedures with reference to the legal implications involved.  This position will analyze evidence discovered under applicable federal and state statutes and rules to determine whether criminal prosecution, disciplinary, or licensure action is warranted.  In addition, the position will conduct technical legal research and data analysis, preparing detailed reports of findings.  This position provides a great opportunity for someone who has a strong commitment to investigating allegations of misconduct and working to provide resolution of such cases.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.
