The right to trial by jury, though secured by our federal constitution, is meaningful only if jurors have a clear understanding of what they are to decide and which legal principles should guide their decision. Attorneys who try civil cases before juries in Federal Court need to understand the “ins and outs” of the various legal rules and issues that present themselves when drafting and using jury instructions. Join us on May 20th for this online seminar that offers a basic understanding of the federal civil practice and local federal court rules that address jury instructions, including how to draft and when to use jury instructions, protecting against instruction error, and preserving jury issues for appeal.

Chief Judge Diane P. Wood announced that the United States Court of Appeals for the Seventh Circuit has reappointed Northern Illinois Chief Bankruptcy Judge Bruce W. Black to another 14-year term when his current term expires on August 12, 2015. Chief Judge Wood commented that the bar and the public were extensively surveyed and the results were that Chief Bankruptcy Judge Black is rated as an excellent judge.
Chief Bankruptcy Judge Black was sworn in as a bankruptcy judge in 2001 to a term beginning on August 13, 2001. He was appointed as Chief Bankruptcy Judge on July 1, 2011. He earned his undergraduate degree from Bradley University and his law degree from the University of Illinois College of Law in 1971. Prior to his appointment as a bankruptcy judge, he served as law clerk to the Honorable Robert D. Morgan, U.S. District Court for the Central District of Illinois. He became Assistant State’s Attorney of Tazewell County, Illinois, and then Tazewell County State’s Attorney. He was a Judge for the Tenth Judicial Circuit of Illinois at the time of his appointment to the bankruptcy court in 2001.

Perkins to another 14-year term when his current term expires next summer. Chief Judge Wood commented that the bar and the public were extensively surveyed and the results were that Judge Perkins is rated an excellent judge. Bankruptcy Judge Perkins’s office is located in the Federal Courthouse in Peoria, Illinois.
Judge Perkins was initially sworn in as a bankruptcy judge in 2000. He received his undergraduate degree from the University of Iowa and his law degree from Indiana University Maurer School of Law. Prior to his appointment as a bankruptcy judge, he was a partner in the law firms of Vonachen, Lawless, Trager & Slevin; Quinn, Johnston, Henderson & Pretorius; and Kavanagh, Scully, Sudow, White & Frederick, all located in Peoria, Illinois.

U.S. Senator Dick Durbin has announced the formation of a bipartisan screening committee to assist in selecting Federal District Court Judges for the Southern District of Illinois. It has been announced that a judicial vacancy will open up in the Southern District in December, and the immediate task of the screening committee is to review applications and make recommendations to Durbin for filling current and future vacancies.

U.S. Senator Mark Kirk (R-Ill.) today reconvened his non-partisan, statewide Judicial Review Commission to recommend Federal District Court Judges for Illinois.
Senator Kirk's Commission is responsible for the extensive review of applications, interviewing applicants, and providing informed recommendations to ensure a successful, efficient process for recommending the most qualified federal judicial candidates to the President. Senator Kirk will continue to work closely with Senator Richard Durbin (D-Ill.), who has formed a similar committee. There are currently four judicial vacancies on the District Court for the Northern District of Illinois. President Obama nominated Thomas Durkin of Mayer Brown LLP, at the recommendation of Senators Kirk and Durbin, to fill one of these vacancies. Durkin’s nomination currently awaits a confirmation vote by the full Senate.
