Ct. lacked subject-matter jurisdiction to consider plaintiff-newspaper's action seeking declaration that section 1232g(b)(1) of Family Education Rights and Privacy Act of 1974 (FERPA) does not prevent plaintiff from obtaining under Illinois FOIA certain records of students, who purportedly had been admitted to school via school's "clout" list. Instant action was essentially state-law claim under Illinois FOIA, and plaintiff could not use any potential defense under FERPA to instant state-court action as basis for federal jurisdiction that would allow Dist. Ct. to consider instant matter.
